The Importance of Internal Controls Compliance

What is the 8(a) Business Development Program?

The SBA administers this business assistance program for socially and economically disadvantaged businesses who want to access the federal procurement market.

The 8(a) Business Development Program helps small businesses gain a foothold in government contracting. Upon enrollment in this program, firms receive help with finding contracts, proposal preparation and contract administration.

What are the basic requirements for this program?

The applicant must be a small business, unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are U.S. citizens, been in business for at least two years and demonstrates a potential for success.

What is the HUBZone Program?

The Historically Underutilized Business Zone Program stimulates economic development and creates jobs in urban and rural communities by providing federal contracting assistance to small businesses. Requirements: Firm must be located in designated HUBZone to qualify and at least 35% of its employees must reside in a HUBZone.

What is the WOSB Federal Contract Program?

The SBA administers federal contracting opportunities for women-owned small business (WOSB) and economically disadvantaged women-owned small business (EDWOSB). The Women-Owned Small Business (WOSB) Federal Contract program authorizes contracting officers to set aside certain federal contracts.

Mr. Pak Sa Dewhurst will educate prospective small business vendors on how the VA’s Veterans Health Administration (VHA) and the Network Contracting Office (NCO) does business that stems from a philosophy that “In order for the Government to do business with prospective businesses, they must know how WE do business first”. The briefing covers various topics concerning day-to-day operations to include, but not limited to, agency's mission and operating locations; defining contracting's and other roles.

Pak Sa Dewhurst is a Small Business Liaison located in Kettering, Ohio. He represents the Veterans Health Administration’s (VHA) 23,000 employees throughout the Veterans Integrated Service Networks (VISN) 10 who operate and support 12 VHA medical centers and 61 Community-Based Outpatient Clinics in Indiana, Michigan and Ohio on small business concerns.

Pak is assigned to the Network Contracting Office (NCO) 10 who directly supports 170 government contract professionals at 12 locations acquiring supplies, services, construction, medical sharing, prosthetics and leasing efforts. Pak retired from active-duty as a commissioned officer from the United States Air Force with over 23 years of professional experience including his last nine years in federal contracting as a warranted contracting officer and contracts manager procuring commodities, services, information technology, construction, weapon systems, research and development and with numerous contingency contracting deployments abroad.

He successfully identified, developed and instituted numerous business programs for local vendors and customer education initiatives for requiring agencies throughout the U.S., Middle East, Central Asia and the Horn of Africa. Pak has a Bachelor of Science in Management Studies from the University of Maryland and a Master of Science, Criminal Justice - Homeland Security Administration from Tiffin University and has a FAC level 3 certification in Contracting and DAWIA level 1 certification in Program Management.

They procure and provide supply chain management resources and services in an efficient and effective manner for the Western Michigan University community. Learn how individuals and/or departments may purchase through use of the University procurement card and how your business may compete to provide services and products.

Up to $50,000 Written bids will be obtained by filling out a purchase requisition. Verbal or telephone bids will be accepted in an emergency. Sole source situations must be verified by a buyer or a letter of justification must be submitted by the requester and approved.
